I think it is just continuation of what the US state had planned anyway. China was always going to be next on the list. The US has become more and more protectionist. Regarding the Chinese setting up in the US, well they should consult Morris Chang and ask him how it was. Two big problems were the Chinese really didn't want to move there and the workers in the US were inexperienced, lazy and unionised.
